lose the services of  その頃問題になっていた上院改革にて知名の士が上院議員として尽くす事なきに至るを言ったのであろう。not all はいわゆる Partial Negation （一部の打ち消し）、類例 :— All is not gold that glitters.  (光るもの悉（ことごと）く金にあらず — 光っても金でないものもある)。
